Miami Beach Votes 4–3 to Let Rockstar Advertise — but the Vote Is a Green Light to Negotiate, Not a Signed Deal
After a genuinely strange public debate the commission voted 4–3 in Rockstar’s favour. Read the small print: it authorises the city manager to keep negotiating — it is not a completed contract, and the reported figure moves between $3m and $4m depending on who is talking.
Reported — the vote was held in public on September 10 and, by every account, passed 4–3. The city streamed the meeting on its own YouTube channel (linked below), but our account rests on the press coverage of it, not on the city’s minutes, so the label is Reported.
What the vote actually did. It is not final approval of a completed contract. It authorises the city manager to continue negotiating terms with Rockstar and the other parties. Plenty of coverage rounded that off to “Miami Beach approves GTA 6 deal” — that is a step ahead of where this is.
The money is genuinely unsettled. The proposal on the table was reported at around $3 million, with officials pushing to land nearer $4 million; Commissioner Laura Dominguez argued for the bigger fee. Outlets have since quoted both numbers as if each were final. We are not picking one — until a contract is signed and published, the honest answer is that the figure is being negotiated.
What the campaign is. Running October 15 to the end of the year, on privately operated beach equipment — Boucher Brothers umbrellas and chairs — rather than city-owned landmarks like lifeguard stands. Deliberately understated: it uses “Vice City” and the numerals “VI” rather than the game’s full name and logo.
Both sides, on the record. Commissioner Tanya Katzoff Bhatt made the pragmatic case, as quoted by Men’s Journal: “This is coming to Miami Beach with or without us, and to pretend that it isn’t is a missed opportunity.” Commissioner David Suarez was flatly against: “I certainly don’t want to see our brand associated with this video game, I don’t think it’s worth any amount of money.” And from the floor, the line of the month: “We’re not giving away pistols and cocaine to people.”
Different body from our September 3 story. That was the Miami-Dade sheriff objecting; this is the City of Miami Beach commission. Miami-Dade County Sheriff Rosie Cordero-Stutz has not softened: “Miami-Dade County is a real community with real families, real neighborhoods, and real consequences when violent crime occurs.”
Corrected September 22, 2026: this story was labelled Confirmed, but its sources were all press reports, so it is now Reported. We have added the city’s own recording of the meeting and the source of the Katzoff Bhatt quote (Men’s Journal), which none of the original four sources carried.
